Will this state ever save?

The Oregon Business Plan calls for a strong state reserve fund.  Policymakers have the opportunity to make that happen this year with a series of bills proposed by Senators Frank Morse (R) Albany and Ginny Burdick (D) Portland.  The Oregonian Editorial Board made the case this weekend:
