During a speech to the Portland City Club, Governor John Kitzhaber made perhaps his best case yet about why Oregon must fundamentally redesign the way it budgets for and delivers key public services.
Kithzaber discussed his plans to consolidate the state’s early childhood education programs under one “early learning council,” arguing that the current system is neither coordinated or accountable.
The Governor made the case for an education system where learning and proficiency are the constants and seat time is the variable, rather than our current backwards system.
To accomplish this goal, Kithzaber stressed the importance of a seamless, unified and transparent Pk-20 education budget.
