The Oregonian Editorial Board did a good job framing the responsibility that the federal government has to either accelerate responsible timber harvests on federal forests or extend county payments. The Federal Government owns 60% of Oregon's forestland and despite agreement among stakeholders that responsible logging is needed to prevent forest fires and generate fuel for biomass energy, progress is painfully slow.
